Participants will be required to provide evidence of full vaccination upon arrival. If a participant is not fully vaccinated they will be required to provide evidence of a negative COVID-19 result for a test taken within 5 days of the commencement of the training.



This program is designed to develop the capability of individuals from different organisations to work together cohesively & effectively as an Incident Management Team (IMT). The Adaptive Incident Management (AIM) Model is used to enable the capability development irrespective of the individual’s traditional incident management structures. Close-to-reality experiential scenarios are used to facilitate the development of functional relationships which feed frontline performance.


The AIM program is designed specifically for critical incidents involving the integration of industry and external emergency response personnel into combined incident management team.


  • 30 hours over 4 days


Persons directly responsible for incident management, incident management support, provision of specialist advice or as a result of statutory appointment in order to support, direct, co-ordinate or control emergencies and critical situations within an Incident Management Team.


The program is aligned to the following unit of competency:

  • RIIERR302E Respond to local emergencies and incidents
  • RIIERR202E Contribute to the control of emergencies and critical situation
  • RIIERR304D Control emergencies and critical situations


This program has no formal pre-requisites.


Direct and engaging facilitation is the focus for the entire program. High level experiential simulation scenarios are used to develop participants capability exponentially resulting in higher performance outputs both for the individual participants and the team collectively.


This program contains content & experiences intended to develop mutual understanding of each participants technical roles, capability & their contribution to the management of an incident. Close-to-reality scenarios are used to develop the essential human skill factors, resulting in synergistic performance within the group The scenarios develop in real time & replicate real life challenges of performing in a multi-agency incident management team.

Content includes:

  • Appreciation of front line emergency response dynamics
  • Planning and preparing to control emergencies
  • Determining appropriate courses of actions in emergency situations
  • Operational communication and recording
  • Operational decision making
  • Obtaining information and advising appropriate actions for emergency response personnel
  • Development and implementation of structures that allow simplified integration of external personnel to support the management of an incident
  • Application & integration of key statutory roles & requirements
  • Coordinating the response to emergencies
  • Prioritisation & coordination of multi-agency emergency response resources
  • Working as member of an incidents management team
  • Immediate actions to mitigate risks to ensure operational continuity
  • Application of workplace emergency response procedures and protocols to control emergency situations


  • The following modules and tools have been developed by RR+R in order to simplify decision making and incident management processes whilst still meeting the evidence requirements of an incident.
  • Adaptive Incident Management Model (AIM) An innovative model for incident management within multi-agency environments Incident Management Roles & Relationships Identifies the key roles & reporting relationships required for efficient incident management.
  • Operational Decision Making (FAIM) Outlines the key human skills & understanding required to make decisions in time, resource & information poor high risk environments.
  • Incident Response Tool (IRCER) A process for gathering information, formulating appropriate responses, communicating, escalating & reviewing within an incident management context.
  • Transfer Of Control (TOC) Model A simple model for transfer of control from frontline operators to full IMT’s.
  • AIMM Communications Model A simplified model enabling synergistic communication within the team.
  • Operational Reporting & Record Keeping Outlines reporting & record keeping techniques that satisfy post incident review & accountability.
  • Incident Control Centre Establishment Highlights key requirements for the establishment of efficient ICC’s.


A Statement of Attainment listing individual units of competency will be issued to participants upon successful completion.
